I can confirm this bug, but I believe it is using 16/9 aspect ratio on a non 16/9 monitor resolution. May work at lower resolutions with different ratio.
I played Fallout 3 for over a year before I ever used a mod, and Fallout 4 for several months vanilla.
I'm having the same bug as described in this thread. net Bug Fixes for Creations including: Hellfire Power Armor Prototype Gauss Rifle Arcade Workshop Pack Fallout 4 Update 1. blob file it's one thing for Fallout 4 not to work, but when it locks me out of all other games, there is a problem. There's just an option not to have it windowed.
